The realisation of the European Qualifications Framework (EQR) is the subject of a controversial debate. In his dissertation Johannes Klenk investigates the development processes of the European Qualifications Framework in Germany, Denmark and Austria. The detailed reconstruction of these case studies demonstrates how even in established governing institutions future-oriented reforms may be realised. The developments in the three countries are characterised by various factors: the existing national framework conditions, the perception of the European Qualifications Framework as cause for action, the institutional design of the development process and the interaction of various stakeholders in the political process.
